Sometimes your mouse starts scrolling by itself, which makes you feel very annoyed and confused. This issue is usually associated with a wireless mouse, but can also affect a USB or laptop touchpad. There are several things you can do to troubleshoot your mouse before you think of replacing it, which can be expensive, especially if the problem.
I agree more with Rartemass, this seems to be more of a hardware question than for security. Recommending another TA, even the one for desktops. My first debugging recomendation for HW is to check all connections again and then try swapping parts where you can.
Easier when there is another similar computer around, swap the VGA card or the monitors. Or, have you even got a VGA card? Look on the motherboard for where the video signal is coming from, it may be from an onboard chipset, and you may have switches that can address this, such as for disabling an onboard video. With a local purchase, it is advisable to quickly get it to the place of purchase, who would at least be familiar with the exact configuration that you have, in terms of support.Do recheck that video cable connecting to the back of the computer.
Also do a touchy-feely, press a little on it, down and up, watching the screen as you do. Look at the cable itself and verify its integrity, and that big bump on it, not far from the end.Now for the solution. Hesitating, because you are not complaining about video quality, odds are that there's a problem with getting sufficient power.

For the large voltage, check all places where you use those three prong outlets. Where is monitor plugged in, it that nice and tight? If you have a UPS, is it, along with the printer and the computer plugged into the back end? Do you also have other electical appliances running, like fans, lights, humidifiers. And is the coffee pot on, refrigerator, air conditioner? How many on same circuit, same outlet strips, etc.
Why Is My Computer Scrolling
Another debug for that situation is simply turning everything off, while ensuring monitor is plugged directly into the wall outlet (ok, the computer too, but nothing else).Since it is new, you may have the instructions that came with the monitor, so look there for any last minute advise that they have. Look also for all options for managing the monitors display for positioning the video. Look at the cable routes, and ensure they are alone, at least for a test situation. Things having motors and fluorescent lighting can impact, even printers and UPSs with their power requirements. It has been about 2 1/2 months since I bought it. maybe need to call HP.yes Soon after purchasing it. Mine is a brand new laptop computerSounds like cheap monitor, too cheap, but where it once worked, it can work again, it is probably not configured exactly as your initial experience.
Consider the plugs again, the condition of the battery. Separate, as much as you can, the power cables for the laptop and the monitor, such as using different wall outlets. Get charging systems away from the monitor cable. If it is not an external monitor, by all means send it back the first week it happens.
Overall, laptops should be compared against themselves for the periods on battery alone, or plugged into the wall. Some should not be recharged until drained. You've waited this long, I have to wonder why.
The extra time, for new equipment, validates presumption of something bad in HW if only a little connection that loosened further in shipping. The location you place it remains important, such as on a desk beneath a fluorescent light with a desk fan nearby.
If it were an old unit, the technique of banging a side or corner of it might be applicable. Even were that to work, however, it still calls for a replacement asap if it won't behave right from the get go.
Thank you all for your help. Now I resolved the problem, I think. The display doesn't move up and down. After r-k's suggestion about a different mouse along with the suggestions from other folks, I have concentrated on the mouse, trying a different mouse. But chaning the mouse didn't resolve the probelm. I was about to call HP, but something caught my eyes, the touch-pad button was on.
This means both the touch-pad and the external mouse were both active. I thought it caused the problem.
I didn't turn the touch-pad button on purposely, but probably it was turned on accidently. I turned the touch-pad button off and have watched over one day.
Since then, I don't seem to have the same problem. It sounds like a stupid mistake, but I learned a good lesson. Sincerely, thank you all for your help again.
