When you click on the construction menu at the bottom left a building menu will appear. At the right hand side there will be logos and one of them will have a military sword and sheild.
You should click on this then a differernt menu will appear and yuo should hover over the differnert building and one will say slinger rage. Click this then click where you want to put it on your space. If the slinger barrack isnt there you need to research with forge points which regenerate over time and shown at the top.
